Simtars Redbank — site safety induction

This site safety induction is compulsory for all contractors and new staff members. You must complete this induction before you first arrive at the Simtars Redbank facility. Please note that visitors are exempt from this induction, as they will be accompanied by a staff member whenever on site.

If you are conducting maintenance or other contracting work, you must provide a minimum of 24 hours notice before attending the Simtars Redbank site. If you don't provide adequate notice, you may be asked to leave the site and return at a time convenient to Simtars. Please note that contracting work can be conducted between 6am and 4:30pm, Monday to Friday. After hours work is permitted with prior arrangement with Simtars Maintenance.

Read through the information carefully to ensure you are aware of our policies and procedures. This will help minimise the risk of accidents and injuries onsite.

At the end of the induction, please select the appropriate radio button to indicate the type of induction being submitted. All contractors will be required to upload a job-specific safe work method statement (SWMS) addressing all work being undertaken. This is a mandatory upload field and you will need to provide a SWMS or job safety analysis (JSA) before starting work. Accepted formats are MS Word or PDF. If you don't have a SWMS prepared already, you can use our SWMS template (DOCX, 160.3KB).

Your duty of care

When working at the Redbank facility, you have a duty of care to yourself and others. This means you must:

  • take reasonable care for your own health and safety
  • take reasonable care to ensure your actions do not adversely affect the health and safety of those around you
  • comply with any reasonable instructions given for your own and others’ safety
  • cooperate with Simtars Safety Management System policies and procedures relating to health and safety at the workplace
  • use all personal protective equipment (PPE) provided and be trained in the proper use of PPE
  • not interfere with or misuse anything provided for occupational health and safety.

Restricted-access areas

Access to some areas of the Redbank site is restricted at certain times. Make sure you contact Simtars Maintenance on 0436 646 815 to get access to restricted areas.

  • Building roofs — no building roof access is permitted without authorisation by management.
  • Propagation tube, dust lab and storage sheds — access is restricted when warning lights are flashing and barricades are in place.
  • Flameproof testing bays — access is restricted when barricades are in place.
  • Roadways — signage across site indicates appropriate traffic conditions. Be mindful of forklift traffic and pedestrian traffic.

Risk management

Before starting work, consider the tasks you’ll be performing and identify any potential additional risks, including those that might not be detailed in your safe work method statement (SWMS).

Follow the risk management process:

  • identify hazards
  • assess the risks arising from the hazards
  • decide on control measures
  • put control measures in place
  • monitor and review.

Contractor safe work operations

Simtars has a number of risk management requirements for any contractor working onsite.

You must provide a documented assessment of work to us a minimum of 24 hours before you start work. This can include:

  • safe work method statement (SWMS)
  • job safety analysis (JSA).

The SWMS component of this induction is mandatory and you must upload a Word or PDF version of your SWMS or JSA in order to complete the induction form. If you don't have your own SWMS or JSA, you can complete the Simtars SWMS form.

Any SWMS or JSA that you provide is subject to acceptance by Simtars Maintenance and must be reviewed and signed off before you start work.

You may also provide evidence of a current workers compensation insurance policy and public liability insurance at the end of this induction, although it is not mandatory.

Work variations

If a safe work method statement (SWMS) needs to be varied after you have started work, you must stop work and discuss this with a member of the Simtars Maintenance team.

Do not continue work until the SWMS or job safety analysis (JSA) has been varied and you have obtained written approval to continue.

Simtars’ commitment to safety

We are committed to your safety. Simtars will always:

  • ensure that unauthorised Simtars personnel do not enter your work area
  • help you complete safety documentation
  • insist that work is conducted safely at all times
  • monitor and review contracting works onsite and conduct regular site inspections.

Visitor and contractor responsibilities

To ensure your safety, especially during site-wide evacuations, we require that you sign in and out at Reception whenever entering or leaving the Simtars site.

Contractors must ensure that work is conducted in accordance with the agreed safe work method statement (SWMS), and that their staff are aware of the agreed safe work method and sign off on the document accordingly.

Any variations to agreed work methods must have the prior approval of Simtars Maintenance.

Visitors and contractors must wear their identification sticker badge at all times while onsite. If for any reason the sticker does not adhere to your clothes, you may carry it in your pocket, but you must be able to produce it if a staff member (or Specialised Security Services if working after hours) asks you. New staff members do not need an identification sticker badge if they have completed their induction.

Breaches of procedure

It’s important that you work safely at all times. We will not allow:

  • unsafe work practices
  • deliberately unsafe actions by contractors
  • unauthorised variations to the agreed safe work method statement (SWMS).

Any of these actions will result in Simtars directing work to cease until further notice.

Serious issues may result in contractors being directed to leave the site until further notice.

Incident reporting

All incidents must be reported. For incidents involving contractors, these must be reported to Simtars Maintenance immediately. For incidents involving Simtars staff, these must be reported to the persons manager and or the Simtars Safety Officer immediately. All incidents will be recorded in the SMART system for investigation, escalation (where required) and resolution.

Types of incidents include:

  • injury
  • illness
  • property damage
  • near misses
  • hazards.

Equipment safety

When working at Simtars, you must provide a certificate of competence or current licence for equipment such as lifting equipment and forklifts.

If required, use guards (where fitted) and include the details of these in the safe work method statement (SWMS).

Ensure that any electrical equipment brought onsite is tested and tagged within a current date. Any equipment not tested and tagged must not be used.

Do not use any damaged or possibly faulty equipment. If you're unsure, ask a member of the Simtars Maintenance team.

Hazardous materials

If you intend to use hazardous materials, hazardous substances or dangerous goods, you must:

  • provide a material safety data sheet (MSDS) before use onsite
  • undertake an appropriate risk assessment
  • transport and handle the material using safe practices
  • take any unused material away after work is complete
  • properly dispose of any waste or spill.

Hazardous materials

Working at heights

Working at Heights sign

Roof access is restricted. Simtars Maintenance must approve any work performed at roof level and complete a formal risk assessment before you attend the site. Details of working at heights training and other relevant information should be detailed in the safe work method statement (SWMS) or job safety analysis (JSA).

Ladders must be tied off or otherwise secured. Elevated work platforms (EWPs) must be operated safely and licences produced for inspection. Fall restraint gear may be required, depending on the work being performed and the roof being accessed.

Power tools

Power tools must be tested and tagged (if not battery operated). When using power tools:

  • ensure the safety of nearby persons
  • ensure you wear eye protection, hearing protection and other personal protective equipment (PPE)
  • use guards where appropriate.

Excavation and isolation

Ensure you consider the risks and follow safe practices when excavating.

An excavation permit is required if excavating > 0.5m.

Consider how you will isolate:

  • electrical services
  • gas services
  • mechanical equipment.

Flashing lights and alert sirens

We do a range of testing onsite that involves explosive forces and heavy equipment.

This testing will generally be accompanied by a siren blast and flashing light.

Just before testing commences, there will be an intercom announcement to advise site of what and when the testing will take place.

Flashing warning lights are also used to increase visibility of more hazardous areas and plant or equipment during operation — for example, the forklift, gantry crane, propagation tube testing (MSTRC) and flameproof test bay (TTCC).

Personal protective equipment (PPE)

Because our testing work involves dusts and other hazardous situations, it’s essential that you use and wear the correct PPE at all times when working at Simtars.

PPE can include any of the following:

  • safety footwear
  • hand protection (gloves)
  • safety helmet
  • eye protection
  • hearing protection
  • height equipment
  • respiratory protection (breathing apparatus).

Safety showers and eyewash stations

Green and white signs indicate the location of safety showers and eyewash stations.

You may need to use these:

  • to extinguish clothing fires
  • in the event of a chemical splash.

To operate:

  • safety shower — pull down on the lever to release water
  • eyewash station — stand on the foot pedal or pull the tab towards you to release water.

Other emergency information signs

Green and white signs through the site indicate the location of, or direction to, emergency-related facilities, exits, first aid equipment, etc.

Fire-related signs and emergency site evacuation

Red and white signs indicate the location of, or direction to, the fire-related facilities and equipment.

In an emergency, all staff, visitors and tradespeople on the Redbank site will evacuate on the first alarm tone. We do not wait for the second alarm tone.

Our marshalling point is the large grass area to the left of the gate on Montgomery Street. It is marked with an assembly point sign in green and white.

When evacuating, staff and any visitors or tradespeople on site must make their way to the marshalling point using the safest route possible, making sure to follow the directions given by the fire wardens on site.

Correct isolation, tagging, lockout and barricading process at Simtars

Simtars takes the safety of staff, maintenance contractors and visitors very seriously. The purpose of the isolation, tag-out, lock-out and barricading procedure is to ensure everyone working at, or visiting the Redbank site is kept safe at all times. The following short video presentation looks at

  • isolation, tagging and lockout necessary to ensure the safety of personnel undertaking inspection, servicing, maintenance, repair or cleaning of electrical and mechanical plant
  • process for tagging temporary barricading with appropriate information regarding the purpose of the barricade
  • application and subsequent removal of tags and isolation locks and the potential consequences of the unauthorised removal of tags and locks.

Assessment questions

You have arrived at the Simtars Redbank site to conduct electrical repairs on a fume cupboard in the General Laboratory that requires a new PCB to be fitted. In order to safely work on the fume cupboard, you isolate the power accordingly using a personal isolation lock. What tag would you complete to accompany the personal isolation lock?
You have arrived at the Simtars Redbank site to conduct a routine service on a split system air conditioner located in the reception area of the Executive building. When you go outside to locate the isolator servicing the outdoor unit, to switch it off, you notice it has become cracked and brittle due to weathering and age and that the isolator should be replaced to. As this will require a fully licensed electrician to do the replacement, what tag would you complete before speaking with the relevant Simtars staff member to alert them of the situation?
You have arrived at the Simtars Redbank site to conduct a routine service on the gantry crane located in the TTCC Engineering building. This service will require the use of an elevated work platform. You erect appropriate barricading to ensure the elevated work platform and immediate work area are visible to all staff and potential visitors on site. What tag would you use to accompany the barricading?
