RSHQ Portal

The RSHQ Portal (the Portal) is a new online regulatory system being introduced for the Queensland resources sector to  bring a range of safety and health activities online onto one secure platform.

Whether it’s reporting incidents, renewing or applying for a license, authority or clearance, or making notifications – the Portal will make it  simpler, faster and in some cases cheaper, for you to satisfy your regulatory obligations.

We will be adding functionality to the Portal over the next 12 months so it will eventually be your one-stop-shop for most of your regulatory transactions with RSHQ.

Accessing the Portal for the first time 

All users must use a unique email address to set up their Portal account, and to receive verification codes to log-in. How you access the Portal will depend on if you hold a current ‘permit’ of some type with RSHQ.

  • If you are an existing clearance, licence, authorisation, or authority holder we will create an account for you that is pre-populated with existing information related to your permit type.

    When the Portal is ready to use, we will send you an email containing first-time log-in details to activate your account, and instructions on how to change your password.  Once you have changed your password you need to verify your identity using either the myID service or the IDVerse service.

  • If you have not held any licence, authorisation, or clearance with RSHQ before, you will need to create a Portal account from scratch. Once you have created a new account you will need to verify your identity using either the myID service or the IDVerse service.

Identity verification  

The Portal uses online identity verification to ensure access to the data in your account is secure. Before you can access the full functionality of the Portal, you’ll need to complete an identity verification.

  • There are two online identity verification providers available, both are free to you, are accredited by the Australian Government’s Trusted Digital Identity Framework, and neither stores nor shares your identity documents.

    Once you have logged into the Portal, click on your name in the top right corner and select Identity verification from the menu.

    Select the service you want to use and follow the instructions.  An identity level of ‘strong’ is required by people accessing explosives, all other activities  require a ‘standard’ level.

    • myID – is the same service used by federal services such as the ATO and Medicare, provides ‘strong’ or ‘standard’ strength verification. myID is a digital identity.
    • IDVerse – only for explosives users who require a ‘strong’ level, but do not have a valid Australian passport.  IDVerse is a one-off verification of your identity for this use only.

  • These tips will help you avoid the frustration of a failed identity verification:

    • Verification takes approximately ten minutes and cannot be paused. Make sure you have your documents at hand and enough time to complete the verification.
    • If your name varies across your documents, you must provide linking documents such as a marriage certificate or change of name certificate.
    • Capture your documents and face images in good, even lighting. Dim or high contrast lighting may prevent the verification system from being able to detect detail.
    • Ensure all your identity documents are current, as expired documents will not be accepted.
    • Remove anything obstructing your face such as face coverings or bandages (beards and glasses are okay) when capturing the facial recognition image.
    • Make sure the details on the captured document exactly match those in your originals. If you notice any errors edit them on screen before submitting. Examples of common errors include:
      • detection of name or spelling variations between documents – for example one document has your name as “Michael”, another as “Mike”
      • the number zero is incorrectly recognised as the letter “O”.

    To maintain the security of your RSHQ Portal account, you will be required to re-link your identity verification to your Portal account every 12 months. If any of the documents used in your original verification have since expired, you will need to update them in myID before proceeding.

Services available on the RSHQ Portal

Your access to the Portal is via an individual account that may be ‘linked’ to a business’ profile. Individual account information is not shared with any other accounts that may also ‘link’ to the same business profile.

    • Certificate of Competency application: Mechanical Engineering Manager
    • Certificate of Competency application: Electrical Engineering Manager
    • Report an accident or incident
    • Report a contaminant exceedance
    • Submit a disease notification
    • View existing reports and notifications
    • Complete or update a monthly worker summary
    • Manage organisation and portal access
    • View reporting and analytics data
    • Renew a Queensland Explosives Security Clearance (QESC)
    • View my applications
    • View my licences, permits and certificates
    • Check QESC/license status
    • Report an accident or incident
    • Report a contaminant exceedance
    • Submit a disease notification
    • View existing reports and notifications
    • Complete or update a monthly worker summary
    • Manage organisation and portal access
    • View reporting and analytics data
