Forklift truck certification requirements
Background
The Petroleum and Gas Inspectorate regulates safety and health within the gas industry through the Petroleum and Gas (Production and Safety) Act 2004 (P&G Act).
The Inspectorate has identified that the requirement for annual gas system certifications on industrial equipment (forklift trucks) is not being conducted by the owner of forklift trucks in accordance with the legislative requirements.
Legislative requirements
Section 100 of the Petroleum and Gas (Production and Safety) Regulations 2014 (P&G Reg):
The owner of a commercial vehicle or vessel must ensure the gas fuel system in the vehicle or vessel is inspected, and has a gas inspection certificate or an interstate gas inspection certificate issued in relation to it, at least once in every 12-month period.
Section 102 the certification for alterations to a gas fuel system on vehicles or stationary engine:
The certifier must keep a copy of the certificate for 3 years after the completion of the work. If the certificate relates to a motor vehicle, the certificate must include a carbon monoxide analysis if—
(a) the vehicle is a commercial vehicle
(b) the certifier believes the vehicle may be used in an unventilated place where excessive carbon monoxide levels might cause a hazard to the health of persons.
Example—
A forklift truck used in a refrigerated store room carbon monoxide analysis means an analysis of the level of the carbon monoxide exhaust emissions from a vehicle—
a. when it is idling
b. under light, medium and heavy load conditions.
General requirements
The requirements in the preferred Standard should be complied with prior to the industrial equipment being released (sold/hired) to the customer.
The standard to be referenced is:
- AS/NZS4983:2010 Gas fuel systems of forklifts and Industrial engines
Certification
On completion of any aftermarket installation work, the owner/hirer of the industrial equipment will be supplied a certificate of compliance with this Standard, which will also give an installation date and the serial number(s) of any fixed container(s).
Compliance plates
An LP gas/CNG compliance plate should be securely attached to a permanent part of the industrial equipment and must be clearly visible. The compliance plate should take the form shown in Figure 8.1 and all applicable information should be provided by the installer. The information must be permanently inscribed, where applicable, and clearly legible.
