Filling of hot air balloon LPG cylinders from automotive LPG dispensers at service stations
What happened?
The Inspectorate has received multiple queries regarding the ability of hot air balloon operators to fill their LPG cylinders from automotive LPG dispensers at service stations in Queensland.
Key issues
- Filling of LPG cylinders for hot air balloons using automotive LPG dispensers at service stations, in Queensland, is not allowed by the Australian Standard; AS/NZS1596:2014
- AS/NZS1596:2014 is called up as a safety requirement by the Petroleum and Gas (Safety) Regulation 2018
- The safety requirement does not permit the filling of LPG tanks or cylinders that are not permanently mounted on a vehicle
Recommendations
Balloon operators should seek alternate arrangements such as
- Engaging a gas supplier/ suitably qualified gas installer to install cylinder filling equipment at the hot air balloon gas operators premises, or
- Make suitable arrangements with an LPG supplier to fill cylinders at their LPG terminal/ depot
