Regulatory and security clearance fees (2023-24)
This bulletin lists the fees (in dollar amounts) for a licence (authority), security clearance, trial or authorisation of an explosive as prescribed in section 14 of the Explosives Act 1999 and schedule 2 of the Explosives Regulation 2017 (as fee units).
For the 2023-24 financial year, the fee unit amount was increased by 3.4% and takes effect on 1 July 2023.

Important points to note
Licence fees
- All authorities (excluding permits) issued under the Explosives Act 1999 are subject to regulatory fees, calculated per year of licence period.
- Licences may be issued for 1 or 5 years, except for fireworks operator and fireworks contractor licences, which may be issued for 1 or 3 years.
- Licences may be issued for various categories (e.g. licence to import explosives-blasting explosives and distress signals). When more than one category is applicable, only the higher licence fee is required.
- The fee unit amount is reviewed annually. For the financial year 2023-24 the fee unit amount has increased by 3.4% (to $1.060) from 1 July 2023.
Authorisation of explosives
- An explosive must be authorised by the Chief Inspector under section 8(1) of the Explosives Act before being imported, manufactured, transported, stored, kept, used, sold or supplied in Queensland. A person may ask the Chief Inspector to declare an explosive to be an authorised explosive. The request, in writing, must be accompanied by the prescribed information and the prescribed fee.

Payment of fees
- Please note: The Inspectorate will not accept credit card payments via email or fax.
- Accepted methods of payment for prescribed regulatory fees are:
- credit card – online via BPOINT payment*; or
- credit card - with details included on a posted hard copy of a completed E115 - acceptable methods of payment form
*The completed application form for a licence, permit, and/or authorisation, and all required items must be lodged with the Explosives Inspectorate prior to a BPOINT payment link being provided to the applicant
- Accepted methods of payment for prescribed regulatory fees are:
- If you have any questions, please contact an explosives licensing officer to avoid unnecessary processing delays.
- Explosives authorities are GST free, therefore no tax invoice will be raised.
Refund of fees
Fees paid by an applicant for an authority (licence, permit or authorisation) may be refunded if:
- the Chief Inspector decides not to issue the authority-refer to Explosives Act 1999, section 17(4)(b)
- a licence is surrendered during the term of the licence, where the amount that may be refunded is the licence fee for each whole year of the unexpired term of the licence-refer Explosives Regulation 2017, section 23(2).
